The way the fan is facing definitely controls whether it blows inward or outward. A quick test is to have the machine powered and place something like a small piece of paper or tissue in front of it. The effect can be slight, so pay attention. Pull it away before it sucks it in, if it blows inward.

If the upper rear fan is failing, you may be able to replace it with the one blowing onto the GPU. I'm assuming that fan is probably mounted to the side panel. Those are generally 120mm stock. Really, though, just compare the two fans and it'll be easy to tell as 140mm is a good deal bigger.
