Oof, he'll be alright if he can find a warm place to hunker down (or a cuddle partner), but you can always make him a cat house! Before Scrags would come sleep inside, I made him a little cat house to keep warm and he'd snuggle up there at night. Basically use a box and fill it with stuff to insulate it like hay or blankets or whatnot.

Poor little guy, nobody wants to get rained on or sleep cold!

People don't really think about the way they treat their pets because "this is the way it's always been." It's not that they don't love them, it's more that they're probably uneducated about how to properly take care of an animal who basically depends on you for it's pretty much everything.
