I'd say 12~13. Kids 9~11 are still developing logic skills I think and are easy prey for Internet creepers. Which is why you don't let your kids have unsupervised internet time unless you're sure the only thing they're doing is playing games on the Fox Kids website and watching Sailor Moon AMVs.

 

16 is the cutoff for me. If my kids haven't learned how to behave, or if I haven't instilled the morals and values I feel they should have by then...well, not much can be done about it from that point on.
