I know how that feels. My husband pays $700 a month in CS and he's not behind. The mother ALSO refuses to let him see the kid because he's "a bad parent" but she tried to get him to adopt her kids from other marriages. She flat out told him that he had better grow old and alone or he wouldn't see his kid anymore. We started dating and she stopped ANY visitation. We've been married 4 years in June.
