It's crap. But the IRB has a point. The IRB isn't responsible for the pay rate. They would be responsible if the survey said it'll take 10 minutes but actually took 40 though.

 

IRB is responsible for the ethical treatment of human test subjects. I'd say paying far below minimum wage for a 40 minute survey counts as unethical.
