I distinctly remember testing something with Premium quals and thinking, "hey, I thought these charged per task" because the fees weren't high enough. I must have had something off (likely one task only lol) in the project creation.

It looks like yes.

 

You can't add premium quals w/o at least 10 assignments so probably not? Always been that way since they came out

It's basically a dumbass tax. You get slammed w/ the 40% base fee (2x normal) and then the premium qual fee because they force it to be 10+ assignments.
