Gotta save money for budget builds, even if it means you need to become expert in every esoteric bios revision and setting. You can get a tomahawk to work, it's just fiddly. Max boards will do the same thing, even the x470 msi boards have related issues.

If I were going to build a budget gaming PC, I'd start with this,

and then add whatever gpu I could fit in the remainder of the budget. An 580 8 gig is fine for 1080/high, or I suppose you could gamble on ebay 1070/ti or 1080s, which look like they're in the $180-$250 range.
