Two paths, teach both at the same time.
1. Teach the dog to relax. TONS of tutorials on YouTube, but essentially put your dog in a down position. As soon as he starts to relax a bit (legs kicked out, sniffing the ground, deep breaths, anything at all really, say "YES" calmly, reward with food. Next time, wait a couple of seconds of relaxing before you reward. EVENTUALLY teach your dog to relax on cue and just collapse into a calm puddle of dog. It's really cool. Once your dog learns to relax, when he gets overly excited or mouthy, just ask for this behavior.

2. In the mean time, every time your dogs teeth touch skin, IMMEDIATELY stop giving the dog any kind of attention for about 5-10 seconds. Even if he doesn't put his entire mouth on your arms, if you feel teeth on skin, take your hands away, arms away. Don't yell, scream, give your dog ANYTHING. Don't make eye contact, don't respond at all. Just take your body away, turn in the other direction, ignore your dog for a few seconds, then resume play. If the behavior continues after the pause, just walk away and let your dog cool off. It takes like a hundred repetitions, but your dog wants attention and play, and he just has to learn that mouth behavior gets him the opposite of that.
