Well, sorta? Most people do a bulk ferment at room temp (or, I think I shoot for about 78-79 degrees for a loaf and colder for things like pizza dough), but you can also do a longer ferment at cold temps in the fridge or a cooler room, but it's a balancing act. You don't want to rush the bulk rise (slow is good for structure and flavor), but if it's too slow, you deprive your yeast of enough food to eat and your final rise could fall flat. It's all really complicated seeming at first, but gets way easier over time! I started my stretch and folds at like 7 this morning, on full auto-pilot
