A splash literally means like a splash. Not a pour. You literally only need like an eyedropper-full per drink to mellow out and expand the flavors, haha.

I had someone literally 2:1 scotch:water before and I was...shook. hahahah

I believe (someone correct me here) that the charred barrel is pretty unique to bourbon too. For smokey whiskys, the smoke is introduced by drying the barley in a smokey setting, not (necessarily) by aging in charred barrels.

ETA: all barrels are burned in some fashion to prepare them for aging, but scotch goes more for a toast, not a char like you'd use for bourbon.
