    I'm not going to find my link again but I'm going to assume that stats from the Fed govt probably quantified a delay.

    Like you think they had a bunch of people compiling data and all of them went with gut feeling for what constituted a delay?

    I later found out the chick it was going to had an unwanted gifter, and she had lived at the house a couple years before us. Like, he kept sending her things, calling, etc. She told me to just keep it and she didn't want to give fed-ex a correct address to forward to. He didn't send any more gifts sadly, cause he was a creeper with good taste.
