One of the cool things about proto-pandas is that Firefox (and possibly other browsers) let you register multiple handlers for the same protocol simultaneously and pick between them when you click a link with that protocol:

 

These are kinda nice. Is there any limit (other than the daily limit) on how many we can do?

Basically I'd just

1. send a ping "message" to localStorage,
2. wait for a storage event with a pong message whose timestamp is more recent than the timestamp on the ping message,
3. subject this storage event wait to a maximum timeout with a setTimeout call,
4. if no response within the maximum allowed timeout, PC is not running,
5. if PC is not running, start PC by opening a new tab with its URL pattern,
6. repeat steps 1-4,
7. if there is no response from PC at this point, we can deduce that it's either not installed, there's a problem with it, or there's a problem with the computer (i.e., ancient machine overwhelmed beyond belief). Any of these reasons is sufficient to give up on the spinup attempt and let the user know that nothing was done.
