Painting a house is pretty cheap if you do it yourself.

I paint people's houses as a side job sometimes. The labor is the expensive part.

 

My town does not allow you to paint the exterior of you home without a permit... LOL, and you can't get the permit unless you're using a company that has insurance.

Wow! I would go to a city meeting if that was a regulation in my town. Then I would tell them if I can't paint it myself then they should pay for it. Perks of living in small town USA I suppose.
