If you are only getting 2 to 4 per a day you are likely not running you stuff as fast as you could be.

 

I think you have nothing to worry about. I've gotten 100+ of them when there's a big batch of something on many days and nothing has happened. Usually I get 50 or so. I probably need to adjust my timers, but I don't think mTurk punishes you for it.

PREs are a hard cap on the amount of requests you can send to the mturk server within a given amount of time. When you get a PRE page it's mturk informing you that your request wasn't processed because you hit that limit. You say "okay" and refresh the page again (most likely via Panda crazy, hit catcher, or whatever) but slightly more slowly so your page requests can actually go through. The only way I can fathom someone being suspended in connection with them is by finding a way to circumvent that limit
