I'm just going to let it slide. I don't care enough about the rejection or 25 cents. I don't really want to deal with anything over 25 cents. I wrote him a nice email that explained how his rejection policy of under 3 minutes isn't a very good idea - as people's time will fluctuate with familiarity of the platform, reading speed, and familiarity of the survey content itself.

I think he took it to heart, and will probably be a good requester in the future. That's good enough for me.
