Yep. That's classic homemade buttercream. It's really hard to do unless you have a kitchen aid mixer. If you do have one, you take two sticks of real butter and use the paddle attachment to whip it up. Add a teaspoon of vanilla and about 3/4's of a bag of powdered sugar, a little at a time. Add milk a little bit at a time. You want it to the consistency that when you turn off the mixer the buttercream doesn't move AT ALL. No sliding off the paddle or anything.

If it's hard to spread out, stick your knife or whatever you're using to frost the cake with into hot water then spread it. It's called a crusting buttercream.

I'm not sure why it wouldn't work for you Some people use half butter/half crisco, that may do the trick for you. But really, it's all about getting the right consistency of the buttercream.
