That would be due to too much liquid. Simply use less milk or water, whichever you use, and you should get that crust on the outside. I used to make crusting buttercream everyday because I did cupcakes and wanted the frosting to stay pretty. Also I made stuffed cupcakes so it had to hold up to lots of different candies and cookies being tucked into it.
