They want "consensus" on the correct answer, not specifically the same answer.

If they ask 5 workers if a picture is of a cat or a dog, they're hoping 4 or 5 of them will agree on the answer and they can trust that that answer is "correct"

That tends to work great for really clear, low level examples like above. Not so much when you ask "is there a human in this image" of a picture of the Mona Lisa and 3 people say yes (she is a human) and 2 people say no ("she" [her physical self] is not in the picture, because it is a picture of a painting even if it's representative of who "she" is/was "she" isn't actually in it and these workers made a horrible hourly thinking this deeply about a penny hit), when neither group is truly "correct" and then they reject the minority on simple grounds of being the minority, when if the 3rd "yes" just happened to be a different worker the results may have been flipped so people get pissed.
