HELP TECH SUPPORT

My computer is auto scrolling to the bottom and or far right of most but not every page so that I can't see what is at the top or left of the page. It started with things going bonkers when I hover over a tab it would start shuffling through the tabs at rapid speed making it hard to select and or move one. drop down menus or right click menus aren't staying open they flash and instantly disappear. The problem isn't my mouse I shut that off and had the same issues using the track pad on my keyboard. shutdown and restarted my computer Seems to be only chrome windows and system windows firefox is fine
