Splitting hairs here but the device is just a device... The device without the vape juice is just like a lighter so that might be his interpretation of the selling it as nothing wrong. The vape juice should be the issue.

The way I would describe this is this way, I don't let my underage kids smoke to my knowledge, not cool with that. When they become adults they can do that because they are adults, however they will go outside and not do it in my house.

My dad was a cop, too.

I know here the cops would come out and have a little chat telling kids what will happen to them if they don't stop and are caught by law enforcement.

Selling shit to minors is no friggin joke. He wouldn't get arrested right now, there's no proof he sold, but our cops here would be happy to come out and put the fear of god into kids to stop them from going down a bad path. If he gets caught doing this stuff over the age of 18, consequences are so much worse.
