On my DSL connection, my IP address is dynamic, so (although my current ISP keeps it usually stable), the IP address can possibly change (such as when I disconnect and reconnect my modem). — (With my old ISP, the address almost always changed in that case. So I do know from experience that a dynamic IP address definitely can be changed.)

Another way to try to detect duplication would be browser cookies (or other browser-local storage) — but anyone can (and many people do) frequently delete those.

I think there probably isn't any completely reliable way for a researcher to track and identify individuals across multiple survey platforms.
