Actually if you just go to settings > privacy > speech - You can turn it off

 

You can too uninstall it. I had to go through my (I think) hard drive and completely delete it. It randomly appeared on my computer one day and I didn't know wtf it was. I can't remember step by step I did, but I pretty much just Googled how to permanently delete it from my computer after it had been deleted once already and still appeared.

 

You can also disable her in the registry
