Both. He wants to be an adult, let him deal with it. But also don't let his grades get so far gone that it screws up the rest of his life. Let him get a job and start "paying" bills (take the money he's paying towards bills and put it in a college fund) so he can figure out maybe mom and dad aren't that bad after all. If he wants his stuff back, let him "pay" for it, but once again put it in a college fund.

He has a job, she wants to make him quit because she feels his grades are bad because he spreads himself to thin, which she's right he does.

We tried that money thing repeatedly, he is the worst with money and just says "my money".

Another thing we aren't happy about, until this year he had taken advanced classes, always done well, wanted to go to college. He signed up for CTC which is like a career trade course....now he doesn't wanna go to college and wants to be a mechanic, nothing against mechanics but it's like why are you selling yourself short? What is this teacher telling you?
