    no not necessarily.

    There might be a qual test and a qual called "ExampleA" or something and the requester is like Ok whoever did it, needs to have at least ExampleA value 50 or greater to do my HITs. So they'll put up a HIT that requires ExampleA to be greater than or equal to 50.

    Sometimes it's just binary. Perhaps the requester wants only Males to do their HITs. So they may have a qual up for the HIT tat requires "Male to be 1" - 1 would be, you're a male. 0 would be - you're not a male.

    It's all arbitrary
