    A big thanks to @Srndpty for some useful information provided elsewhere!
    If it's okay with you (that's just being polite. i'm going to do it anyway.) I'll repeat it here.
    If you look at the 'configuration' options in Hit Forker, you'll see a check box for 'Hide Block List'.
    What this really means is 'Don't show HITs or requesters which are on your block list'.
    Essentially, your block list is not doing anything unless you have this box checked.
    Someone please correct me if necessary. :)
