Some requesters take weeks to approve or reject which defeats some of the purpose of the current system. It tracks more than just approval or rejections, it tracks time and user feedback on the hit which can be forgotten after a few days. While no review system will be perfect, the TV system is attempting to collect actual metrics along with opinions, and wants to prevent people only spamming the reviews with requesters that are extremely good and extremely bad.
