For the record, bacteria usually requires 37°C to grow at a normal rate (there are some exceptions, but they are not super common). Bacteria does grow at room temperature, but very slowly (take it from someone who has experience growing bacteria at room temperature in a lab setting either on purpose (bacterial expression of marked proteins for protein purification) or by accident (leaving petri dish on bench overnight instead of in the oven means you usually don't see bacterial colonies and have to "waste" another night to make them grow)). Overnight on the counter will probably not yield enough bacteria to make you sick. Of course, there's always a possibility it would make you sick, but it's very low. I personally would have eaten it without a second though (sometimes, we forget pizza on the counter overnight and I have never second guessed if I should eat it or not and have never gotten sick from it). This is only anecdotal evidence, but what are usually in the regulations is more aimed towards food sale and regulations for commercial enterprises are usually much stricter than what people tolerate in their everyday lives.

As @TurkedOut pointed, it would kill the bacteria but if said bacteria generated toxins, those toxins are made to resist harsh environment to help those organism survive, which includes heat. To kill toxins, you would have to ruin the food (you would need an autoclave (high heat and pressure (132°C), bleach, incineration, etc).
