It's called "I'm an idiot" or "I'm a scammer and I want free data!" Plus I'm sure many of the unethical ones know that it's hard to get any response from IRBs during this time so you're unlikely to even get it overturned through them. I've had three unfair rejections recently, two for going too fast and one who said my code didn't match and of course the requesters didn't respond to my messages and neither did their IRBs.
