If it wouldn't flip to on I have some ideas, but not flipping to off is kinda weird. Try killing the main at the top of the box then seeing if you can get it to off. If that doesn't work, you might just need to replace it. It's totally something you can do yourself and if it's a 20 single pull it'll cost you like 5 bucks. I'm on my way out but will be back in an hour or so. Can walk you through it if you want. You basically just need to pop it out, remove one wire, and then put that wire on the new one, and then pop the new one in. There is a little safety advice that goes with this. Like I said I'll be back in like an hour if you want some followup.

 

i was JUST about to say the same thing @Ornac said. if it wont flip either way, breaker more than likely died. they are simple to replace but to check to make sure its dead dead, you gotta turn off the main. which before you do that, unplug anything expensive thats not on a surge protector (just in case) and then flip main, try and flip the bad breaker off, then back on. if you cant, its for sure bad and will need to be replaced. same goes if you can flip it on and when you flip the main back on, the breaker trips again.
