put it this way. say you need 50 people to do something for you, do you ONLY give out exactly 50 job offers or do you say put out 65 and hope that you will get 50?
same reasoning. people QBC remesh and then dont get to them or accept and then bail (i know a couple people that did/do this and 0 sense). you always have to pad the amount to make sure you hit the target # you need or you get screwed
