Clear out your panda manager because sleep tends to ignore pandas created prior to it's initialization

Also most watchers have sleep overrides (requester watchers especially) that will allow them to bypass the sleep mode restirctions, if oyu don't turn that off then it'll run. Can check the panda source of the "slip through" HITs to help narrow down the hows/whys/sources
