I think it's probably just requesters that haven't really used the platform much. So they think "nobody can do 5000 surveys! they must just be spammers clicking buttons if they've done that many". They don't understand that there are batch HITs that people can do so many of so quickly.

 

Requesters sometimes don't want responses from "experienced" turkers that know survey questions, ACs, writing prompts, etc, like the back of their hand. They want newer ones that won't know what they are really looking for in the responses.
