In normal QBC operations, 18 active pandas means your HITs are still up, likely to be caught, and QBC thinks there is a reasonable chance that it can catch them. Having 18 Pandas active means that you probably don't have a "Max per project" cap (1 for survey requesters) or a Max queue cap.

Unless they're not turning off, it means that you are watching too many low priority requesters. The Pandas will auto-shut themselves off after a bit, unless @ChrisTurk is messing with the code.

You can consider putting a limit per requester, or if the HIT is widely available, just turn the panda manually on and off to fill your queue.

In place of watching so many low value requesters, you could watch ones with a TV hourly value over $15, a HIT value over $1, etc.
