Not for long in Chicago. Once the sugary drink (but not always sugary drink because it also includes diet soda & fruit juice, but not starbucks mocha frappucinos and the like) tax goes in effect, refills will be taxed.

To be fair "diet" soda and most fruit juice is just as much sugar water as regular soda.
