    If it can be previewed, it can be reported. There may be a way to do a report without being able to preview a HIT, but it's not obvious (to me, at least).

    No, not necessarily. Multiple people would have had to do it anyway AFAIK.
    Couldn't preview w/o the qual, but AFAIK I think you only need the group ID to report a HIT.
