I'm almost positive he has nothing to do w/ assigning the quals, that has historically always been Joe/DB dealing w/ the actual requester account. In the past they've been receptive to giving out the qual to folks who ask nicely & intelligently and aren't just like "GIMME FOR FREE MONIES."

Which.. you can probably say for 80% of quals on mTurk.
