That sounds like my brother and sister in law. My niece rules the roost over there, and they don't have her on any sort of schedule at all. She's up until 2-3 am every morning and then sleeps till noon because my sister in law can't bring herself to use a little discipline on her. I'm all for making calls and harassing them/the manager if they don't have common decency, though. I have neighbors that have the cops called on them every other weekend because their music is too loud and one of our other neighbors doesn't like it.
