I'm almost always of the opinion that chasing rejections is a waste of time (financially), but if you did the work there really is no reason you can't contact an IRB to discuss the matter, especially if its heated between you & the researcher. That's kinda what they're there for (in a way, tangentially, obviously their jobs are a bit more involved than dispute resolution lol).

I def wouldn't go on the lack of visible reporting as a yardstick. Like I said, I don't chase rejections as a personal decision b/c I think its a bad way to spend time but didn't mean to make it sound like you shouldn't if its important to ya
