    They're rolled out differently. For the scallion pancakes, the dough is rolled out flat once, oil/salt/scallions spread on top, then you have to roll the whole thing up like a fruit rollup and twisted in a circle and rolled out again. This gives it a flaky texture when you pan fry it. Here's the link I posted if you want more details
