    Well, of course the requester can reject for any or no reason. For example, the requester's client can reject the requester who rejected all the workers. They simply don't get the contract because they proved they're a moron.

    Meanwhile, another newbie requester who did it the right way and approved his penny batch quickly so the aforementioned broke family got to eat that night wound up with the contract. The workers know that requester will keep their end of the agreement, and will clamor for their hits. The requester's client now knows their jobs will get done on time.
