    The small dataset is a problem and can be easily swayed. That will change if more people start using it but will of course remain a disadvantage vs the more established system. The recommendation is subjective, but you don't just have to go with how many people recommended something. You can make your judgement based on the payrate recorded by reviewers which is an inherently more objective system than the ?/5 rating of the first TO. I don't care if that person 'recommends' that requester if I can see that the pay is $1.80/hr. I can't see that on the first TO. I would only see that they rated it 5/5 pay.
