It's not totally true. Depends on how you get the rainwater. You can legally capture anything that falls on your property. You cannot capture things that fall elsewhere and drain to your property.

There was a rainwater act passed in 2012 that defines it. If something new has passed in the last year I am unaware, and the organizations I am a part of that keep me updated on laws like this haven't sent anything out. There's always talk about taxes and such, but for now (as far as my resources can find) it's legal to collect rainwater that falls on your own property, just not legal to divert it coming from elsewhere.
