Yup. As far as I've heard, past due debts and offsets such as tax due or student loans, etc. aren't being used against you. The only thing that WILL offset the money is child support.

Also, they'll use whatever information they have to process it. The various US departments share information. I tried to get past years' tax documents and no matter what address I put, the system kicked me out with an invalid address. The only official gov't form I'd submitted since moving in early Dec. was a simple USPS mail forwarding, but they apparently also update the IRS with the info too. IRS doesn't stop when it wants your money.
