    I meant if the answer is 0.1%, he still needs to enter 0.1, which the survey doesn't accept.

    It doesn't say it won't accept a decimal as an answer... it just says don't use decimal form. So if the answer was 50%, it doesn't want people entering 0.5 <--- though the input may still ALLOW that answer, it wouldn't be correct.
