It needs to be decoupled from the hourly rate, because it cannot be changed after the fact. The.. hmm.. "soul" of the rating can remain (was the hit shit/okay/good for the user but objectively labeling certain pay ranges as "fair" will basically always be a ticking time bomb because it can't really be moved.

What users thought was fair a year ago very obviously wont be fair a year after (if that user even exists anymore).

So it's likely to become an internal (to workers) only rating so it doesn't give onboarding requesters an incorrect idea.
