If there are 2000 hits in a batch, and a worker can queue up 25 hits, that means only 80 workers can grab the batch super fast. There are likely way more than 80 workers with active pandas on the hit. It's not at all surprising that they'd be grabbed in 20 seconds.

 

I think you're missing the magnitudes of how many workers there really are here. It's not just this forum you're fighting against.
