I am begging to think they are just messing with me.

 

If they slowly onboarded workers, giving them lower paying but easier tasks, gradually building up their skills and demonstrating how they want work done, they would get consistently high quality work from loyal workers, with high skill workers competing over difficult tasks while the easy ones get scooped up by the lower tier workers, increasing total job efficiency.

Or, you know, they could give the hardest no-lead task they could think of, finding workers willing to spend hours poring over grainy satellite images, and then when it turns out the imagery isn't actually high enough resolution to use, pick the workers who guessed right.
