    It looks like they believe that it is 'secure' because it is air gapped.

    That does mean that all you need to do is get an agent on board to plug a usb stick in and it would be trivial to take the whole thing in. And if they have ANY connection from the outside world to the windows xp side you would only have to find vulns on the top side to get in.
