    It means you tried to catch a panda you aren't qualed for. You'll have to look to see what you are missing and how to get it. Qual test, qual hits, etc.

    Lots of times its just an exclude qual, because you have accepted it before... so they give you a qual to prevent you from doing it twice. Even if you returned it and didn't accept it the first time.
