Therefore, you should email the student again and copy the professor they work for, who is their direct supervisor. At best the chair's admin would simply forward the email to Jonathan anyway.

Emailing the department head would be like emailing the mayor of a town because the laundromat's change machine ate your $1 and didn't give you your 4 quarters back... You take it up with the shift supervisor at the laundromat (Jonathan) and the owner of the laundromat (Jonathan's direct supervisor).
